The maximum applications setting is only meaningful for product promotions with an amount of qualifying products.
For example, you run the promotion, Buy 3 pairs of pants and get a choice of 1 bonus shirt. A shopper buys 12 pairs of pants and gets to choose four bonus shirts. In contrast, you run the promotion Buy $100 worth of widgets and a get a choice of 1 bonus shirt. A shopper buys $500 worth of widgets but only gets a single bonus shirt, not five.
In this example, the maximum application limits how many free silk ties are shipped with an order.
